District heating is an underground infrastructure asset where thermal energy is provided to multiple buildings from a central energy plant or plants. Steam or hot water produced at the plant is transmitted 24/7 through highly insulated underground thermal piping networks. Rochester District Heating Cooperative - or RDH - is the only customer-owned, nonprofit thermal energy cooperative in New York State, and provides reliable, cost-effective thermal energy to dozens of buildings in downtown Rochester, NY totaling more than 8.5 million square feet.

Our solutions for district heating
Working alongside our partners to deliver heat supply, metering, billing and exceptional customer service make us your preferred appointed end-to-end service provider. Our in-house multi-disciplinary teams deliver complex and bespoke engineering projects for heat network infrastructure with low cost and operational efficiency. We work with councils, local authorities, energy from waste heat providers and private investors, as an independent partner delivering the following district heating solutions:
Feasibility
As your partner, we offer master planning, heat mapping, feasibility studies, high-level design (Conceptual and basic design (FEED)), detailed design, commercialization, tendering land issue management. Working closely with our clients, we advise and obtain both private investment and Government funded initiatives such as Heat Network Investment Project (HNIP).
Design, build and commissioning
Design and installation of a heat network as part of the overall construction of the development. As heat network specialists, we build the energy center, network infrastructure and associated heat interface units.
Operation and maintenance
We supply heating and hot water from the source to end user, including fuel supply. We maintain and optimize the network to ensure cost effective operation and security of supply to end user.
Metering, Billing & Customer Services
We strive to introduce digital solutions whenever possible to better our customers lifestyle. Working with carefully selected partners to deliver optimal and cost effective metering and billing services.
We aim to deliver exceptional customer service. Ensuring customer charter compliance and heat interruption is kept to zero or to an absolute minimum.

District heating for residential dwellings
District heating is the green solution for a simple, cost-effective way to build new homes to the Future Homes standard, while saving on the cost of boiler installation, operation and maintenance. This gives your new building project an interesting added value. With building and construction accounting for 39% of global carbon emissions, including 28% from energy used to heat, cool and light buildings, the sector has a lead role to play in the transition towards a zero-carbon future.
The launch of the Government’s Future Homes Standard for low carbon homes, means that new homes will be built without fossil fuel heating from 2025. District Heating is seen as an important part of the UK’s plan for the future of low carbon heat, particularly in cities and high density areas. The Government estimates that around 18% of UK heat will need to come from heat networks, for the UK to reach its target of net zero greenhouse gas emissions by 2050.
Working alongside your team and stakeholders, we partner with you to deliver and support every aspect of your green heat project including heat generation, distribution networks, and heat interface units (HIUs) in individual homes. From planning, procurement and compliance, through engineering, design and installation, to lifetime operation, optimization and maintenance. With our own in-house legal and financial services, we support you to supply heat to a variety of customers and provide excellent customer service including metering and billing, with bespoke solutions for large-scale retail, mixed-use developments and registered social landlords. By tapping into existing heat sources and capitalizing on efficiencies we will keep CAPEX and OPEX costs low and return on investment high.
We bring 80 years of know-how to support local authorities and councils in delivering low carbon, cost-effective and energy efficient district heating schemes. Well-designed district energy projects can halve primary energy consumption for heating and cooling, helping to meet decarbonization and energy efficiency targets.
With your priorities at the forefront, our district heating solutions reduce carbon emissions (with the aim to achieve net zero carbon emission in the near future) and energy costs, helping to alleviate fuel poverty, increase energy security, improve energy capacity and support job creation and new employment in your region.
Optimize operation and maintenance for the life of your projects, and avoid over-engineering and high capital expenditure. Our knowledgeable teams have the specialist engineering and design experience of district heating to meet and exceed every challenge. Our specialist technical knowledge of heating networks, operator understanding and stakeholder engagement makes us your ideal partner to develop strategic plans to recover your waste heat into a perfect district heat project to serve your purposes as well as the nearby municipalities. As experts in the field of re-purposing waste heat, we are your ideal partner for setting up a heating network to meet your necessities.
Heat networks can decarbonize more easily compared to most other heat sources because new technologies, like heat pumps and the production and usage of hydrogen, can be added to the system with little disruption and provide a unique opportunity to exploit larger scale, renewable and recovered heat sources that can’t be accessed at an individual level. We also partner with industry to re-purpose waste heat for green heat projects.
We support you not only with our vast engineering know-how, but also with our expertise regarding funding possibilities for your next project.
